www.compareyourrent.com lets you look at what your neighbors are paying for rent. Before moving into a neighborhood, you can punch it in and see what the rental averages are. This also gives you some leverage when speaking with the landlord, as you will be able to adequately express your concerns over high rent. You will also be able to spot an amazing deal when you see it.
